the “old guy” you’re confused about is just a dude in the diner. if you look at the panels before that one you can see him get older and older in the background.

he’s the body on the ground two pages later. the chronovore devoured him. when lana takes the photo she inadvertantly captures the chronovore’s “energy footprint” as it eats away at the man behind them.

he never walked with a cane and is therefore not the same man in the second image.

Oh yeah, and one of the funniest things ever: a lot of Kryptonians have names that end in -el. So what does Glasgow-born Grant do? He names one of the characters Bar-El, the nickname for the Glasgow prison Barlinnie. Quality.

if memory still serves me from Barbelith discussions, the old guy is the Chronovore’s carrier\owner. i could be wrong.
